CHANGES TO TLE DISTRIBUTION

We have now automated the servers and have THREE servers online with 
current data.

The data is updated on 6 hour intervals automatically.  Please note 
the full catalog set of ALL_TLE.ZIP is updated atleast TWICE daily.

As a result, we are dropping the old format of:
TLExxx.zip
GSFCxxx.zip
TLxxxxxx.ZIP

plain text (.txt)
